English in postcolonial India is a language of liberation and modernity

(This article appeared in an abridged version in Economic Times of India under Face off column, a few days before)

‘Hindi hain ham vatan hai Hindostaan hamaaraa’, when Mohd Iqbal wrote in his most popular, accepted nearly as the third national anthem ‘Saare jahaan se acchhaa …’ before independence and much before the partition in 1947, Hindi had entirely a different implication and its connotation. Hindi at that time, in colonial India, suggested more about a civilization well spread from Indus valley to doaba. It certainly not evoked any specific language, race or religion in the minds at the time. Hindavi was a zubaan of ordinary people who formed second largest linguistic community on earth.

How the same Hindi was transformed in to a ‘raaj-bhaashaa’ and ‘raashtra-bhaashaa’ and made to get associated with a distinct religious community dominated by a couple of Hindu castes, is not that cryptic process. Anyone aware about the politics of last 60 plus years understands it even if chooses to remain quiet.

In 2007, it was the first time ever; I was invited to become part of the government delegation sent to take part in ‘Vishva Hindi Sammelan’ at New York. Hundreds of Hindi writers were provided with business class air tickets and were put up in 5-7 star hotels like Hotel Radisson, Hotel Pennsylvania and Inter Continental etc. Courtesy to Ministry of HRD. Millions of money was spent to project Hindi as ‘Vishva Bhaashaa’ (World Language). Five days long function was held in UN building. Even the Secretary General of the UN was there to attend inaugural ceremony and was applauded when he disclosed that his son in law speaks Hindi. He also mumbled a few sentences in Hindi. Needless to say, a demand was raised by the organizers, led by the AICC General Secretary, Anand Shrma, that UN should accept Hindi as its working language like English, French and other languages.

The same evening, My US friend and translator, who teach Hindi in Chicago University, had some official work with one Mr. Pandey, the office bearer of Nagari Pracharini Sabha, one of the oldest and prime Hindi institute located in Benares. We came to know that Mr. Pandey has been put in Hotel Pennsylvania. When he reached there and asked for Mr. Pandey at the reception counter of the hotel, the counter girl started laughing. She said, ‘Please tell me the first name because there are more than a dozen Pandeys staying over here.’

It was not a joke. It was a factual statement about ‘Vishva Bhaashaa Hindi.’ I realized soon that more than 85% of the participants and more than 98% of the apex body of the organizers of VHS belonged to one Hindu caste and its sub castes.

According to one survey in TV, electronic and print media, one single caste has more than 78% monopoly over Hindi. In literature and academics situation is more precarious. If you find this statement dubious and vague, I request you to go and check about the people occupying all the places related to Hindi in capital. You’d stand before your findings terrified.

I was a young student of school when Dr. Lohiya raised the slogan of ‘Hindi hataao’. I also took part in wall writing and blackening English hoardings and sign panels with passion. But now, when Mulayam singh has raised this slogan again, I desist in saying it a farce of Lohiya’s tragedy. I stand against it. In my opinion, there might have been reasons before independence for great politicians like Mahatma Gandhi, C. Rajgopalachari, Chittaranjan Das and others coming from non Hindi states supporting Hindi as a ‘Raashtra Bhaashaa’. They might have felt about the necessity of a common unifying language in a multi-linguistic and multi cultural subcontinent to consolidate their struggle against British. English at that time would have logically been perceived as the language of colonial rulers.

But after these many post colonial years, situation has entirely changed. Hindi is now the language of ‘sarkaar, bazaar and sanchaar’ (government, market and media) and it has been monopolized by the dominant caste and religious group. Official Hindi has become a vehicle of obscurantism, communalism, blind nationalism and to top all casteism. You can watch TV channels or can leaf through any newspaper, you will see pooja, tyohars, superstitions, obscene pictures and all imaginable inferior stuff to form your opinion.

English, in post colonial India, has become a language of modernity and empowerment. Poor and low caste people and minorities as well know that Hindi will make them ‘naukar’ and English will escort them to the seat of the Master. Even kaamwali baai and dhobi have learnt this mantra. Obviously this is the reason they are enrolling their kids in English medium schools in spite they have to go through a harsh, stingy ascetic life.

If you ask me to give a slogan now, it would be like this: ’angrezi laao, desh bachao.’

प्रिय भाई,
गांधी जी ने दांडी यात्रा के दौरान कहा था कि अगर किसी की मां ज्यादा सुंदर है, तो उसे अपनी मां नहीं बना लेते। अपनी मां जैसी भी हो दुनिया में सबसे ज्यादा सुंदर लगती है।
आपने दो चीजों को जोड़ दिया है। आप कहते हैं कि हिंदी संस्थाओं में सवर्ण सामंती ताकतें काबिज हैं। सही है। लेकिन मत भूलिए कि हिंदी में प्रगतिशील लेखन भी कम नहीं हुआ। या हो रहा है। आप खुद भी ऐसा ही करने वालों में हैं।
वैसे, क्या अंग्रेजी में पतनशील साहित्य नहीं है। क्या दुनिया को सभ्य बनाने का दार्शनिक विचार देकर साम्राज्यवाद को सही ठहराने वाला साहित्य अंग्रेजी में नहीं है। जरा अंग्रेजी चैनल भी देखिए, वहां भी आपको चीखता हुआ अंधराष्ट्रवाद और विषमता बढ़ाने वाली अर्थव्यवस्था की बेशर्म प्रशंसा का निरंतर गान मिलेगा।
आपको ये बताना हिमाकत है कि भाषा तो दोधारी तलवार है। मसला तो इस्तेमाल करने का है।
बेहद दुखी हूं ये देखकर कि आप जैसा तेजस्वी साहित्यकार अंग्रेजी लाओ का नारा लगा रहा है। ठीक है ले आइए। पर मत भूलिए कि देश के आम जन अगले सौ साल में भी अंग्रेजी में निष्णात नहीं हो सकते। अंग्रेजी के जरिए अंग्रेजी दौर के प्रभुवर्ग ने आजादी के बाद भी अपनी प्रभुसत्ता बनाए रखी है और आप उन्हीं का साथ दे रहे हैं।
राष्ट्भाषा और राजभाषा के नाम पर खेल करने वाले अपनी जगह हैं। पर उनसे लड़ने के लिए भी हिंदी ही औजार होगी। अंग्रजी में विमर्श करते रहिए, उनकी सेहत पर कोई असर नहीं पड़ेगा।
मौका पाकर अमेरिका में बसने का सपना देखने वालों की कमी नहीं, पर इससे अपने राष्ट्र से प्रेम और उसे सुंदर बनाने का विचार गलत नहीं हो जाता। आप जैसे लोगों से उम्मीद ये की जाती है कि आप हिंदी के जरिये, हिंदी समाज को सशक्त और न्यायी बनाने का अभियान चलाएं लेकिन आप तो पाला बदल के चक्कर में पड़ गए। अंग्रेजी में मिलने वाली रायल्टी का जादू तो नहीं छा गया आ पर।
आखिरी बात। हिंदी भावुकता का नहीं जनतंत्र का प्रश्न है। सबको मातृभाषा में शिक्षा का अधिकार मिले, ये एक बुनियादी और वैज्ञानिक बात है।
आपसे बहुत दिनों से नहीं मिला। दो साल पहले लखनऊ के परिचित के घर मिला था तो भी बहस हो गई थी, शायद आपको याद हो।
विदा मि.यू.प्रकाश। अब आप अंग्रेजी में ही लिखें। अंग्रेजी लाने के अभियान में इतना तो कर ही सकते हैं। हिंदी वालों में दम होगा तो उनका उदय भी होगा और प्रकाश भी फैलेगा।

और पंकज जी, नहीं मुझे याद नहीं कि मैं कभी आपसे मिला हूं. इस उम्र में इतनी विस्मृति हो जाती है. खैर...आपकी टिप्पणी से उठते कुछ सवाल..

सवाल यह है कि मेरी और मेरे जैसे असंख्य लेखकों की 'मां' (यहां मातृ भाषा) क्या है? मेरी मां भोजपुरी बोलती थीं, पिता बघेली (अवधी का ही एक रूप) और जिस क्षेत्र में मैं पला-बढा, वहां की भाषा छ्त्तीसगढी है. कृपया बतायें कि मेरी 'मां' कौन हुई? जिस हिंदी को आप 'मां' कह रहे हैं, कहीं वह 'राजमाता' तो नहीं ? या आप यह मान रहे हैं कि भोजपुरी, छ्त्तीसगढी, बघेली, अवधी आदि 'भाषाएं' नहीं हैं भले ही उनको बोलने वाली जनता कुछ पश्चिमी देशों की समूची जनसंख्या से भी ज़्यादा हो? फिर क्या आप ज़रा और सोचेंगे? यानी 'मां' कभी कभार 'विमाता' भी होती है. हमारे प्राचीन महाकाव्यों और लोकगाथाओं में ऐसी अनेक कथाएं हैं. मेरी विनम्र मान्यता है कि 'राज और राष्ट्र भाषा हिंदी', जिस रूप में आज सांस्थानीकृत, व्यावसायिक और राज्य-निर्भर हुई है, उस रूप में वह निम्न जातियों, वर्गों और अनगिनत विकसित क्षेत्रीय भाषाओं (जिन्हें 'बोली' कहने की औपनिवेशिक और साम्राज्यवादी ट्रेनिंग इतने वर्षों में दी जा चुकी है)के संदर्भ में, 'विमाता' ही है. हिंदी संपन्न और सवर्ण और शासक और दलाल वर्ग के लिए ही 'दुधारू' गाय है.
और हां, महात्मा गान्धी सचमुच एक ऐसे संत थे, जिनके पास एक सभ्यता-मूलक राजनीतिक अंतर्दृष्टि भी थी. अगर वे आज होते तो मुझे पूरा विश्वास है कि वे भी अन्ग्रेजी, गुजराती, अन्य भारतीय भाषाओं और 'हिंदी की बोलियों' के पक्ष में बोलते. उसी तरह जैसे नेहरू ने १९४७ की आधी रात के शून्य काल में, भारत की स्वाधीनता की ऐतिहासिक घोषणा संस्कृत या हिंदी मे नहीं की थी. उन्हों ने इसके लिए एक ऐसी भारतीय भाषा को चुना था, जिसे पुनरुत्थानवादी और सांस्कृतिक राष्ट्रवादी, हिकारत से 'विदेशी' भाषा कहते हैं...यानी 'अंग्रेज़ी' !
२. आपने लिखा है :''लेकिन मत भूलिए कि हिंदी में प्रगतिशील लेखन भी कम नहीं हुआ। ''
कृपया ईमानदारी और वस्तुपरकता के साथ बताएं कि स्वातंत्र्योत्तर काल में, और खासतौर पर पिछले दो दशकों में उस 'प्रगतिशील लेखन' की भूमिका क्या रही है? (१९७५ की आपातकाल से लेकर आज तक)...और यह भी कि उसमें किन सामाजिक वर्गों और जातियों का कब्जा रहा है?
३.आपने लिखा है ''पर मत भूलिए कि देश के आम जन अगले सौ साल में भी अंग्रेजी में निष्णात नहीं हो सकते''
पूरी विनम्रता के साथ मैं कहना चाहूंगा कि 'आम जन'(?...शायद परिष्कृत खडी हिंदी बोलने वाला) १०० साल में उस हिंदी में भी निष्णात नहीं हो पाएगा, जिसमें हम और आप 'विमर्श' कर रहे हैं. मेरा मानना है कि आम जन को हिंदी मातृ भाषा का पाठ पढाने वाले और अपनी संतानों को अंग्रेज़ी माध्यम से शिक्षा देकर सशक्त, सम्पन्न और शासक बनाने वाले देह्स के गरीबों के साथ वही छल कर रहे हैं, जो छल आज राजनीति, मीडिया और 'नौकर' खोजने वाले अमीर कर रहे हैं.
हां, आपसे यह पूछना चाहूंगा कि क्या गांधी जी को अपनी 'मां' गुजराती कम सुंदर लगती थी?

सबसे पहले एक कविता पढ़िए-

आदमी मरने के बाद,
कुछ नहीं सोचता
आदमी मरने के बाद,
कुछ नहीं बोलता
कुछ नहीं सोचने,
और कुछ नहीं बोलने से
आदमी मर जाता है।
ये कविता मेरे प्रिय कवि-लेखक उदय प्रकाश की है। इस कविता के कितने ही पोस्टर बनाकर इलाहाबाद विश्वविद्यालय में जगह-जगह चिपकाए थे। पता नहीं ये कविता अंग्रेजी में होती तो कितना असर करती, मुझ पर और उन पर, जिन्होंने पढ़ा था।
और ये कविता शायद 1975 के बाद ही लिखी गई होगी। प्रगतिशील नहीं है क्या। गोरख पांडेय हों, वीरेन डंगवाल हों, मंगलेश हों, राजेश जोशी हों, विनोद कुमार शुक्ल हों या फिर और भी तमाम कवि, क्या आपको प्रगतिशील नहीं लगते। मैं नागार्जुन, केदार, त्रिलोचन, शमशेर की याद नहीं दिलाऊंगा। और फिर कथा साहित्य में जिस तरह से दलित और स्त्री प्रश्न केंद्र में आए हैं, क्या वे ब्राह्मणवाद को चुनौती नहीं हैं। अगर लिखने वालों की जाति को भी आप महत्वपूर्ण मानते हैं तो एक यादवजी इसका नेतृत्व कर ही रहे हैं। वैसे जाति को लेकर कुमार अंबुज और पंकज चतुर्वेदी ने महत्वपूर्ण कविताएं लिखी हैं। आपके पास हिंदी साहित्य को पतनशील साबित करने के तमाम तर्क हो सकते हैं। आप ज्यादा पढ़े लिखे हैं। लेकिन मुझे आमतौर पर जो भी पढ़ने को मिलता है, उसमें दुनिया को बेहतर बनाने की प्रेरणा ही हासिल होती है। दिक्कत ये है कि आप जैसे लेखक भी ये नहीं समझ पाते कि लेखन कितनी दूर तक मार करता है।
2.बोलियों वाली बात आपने बिलकुल ठीक उठाई है। पर स्वतंत्रता संघर्ष के दौर में हिंदी को स्वतंत्र देश की भाषा तय करते वक्त ये कुर्बानी मांगी ही गई गई थी। हिंदी पहले से मौजूद नहीं थी। उसे बनाया जाना था, जो बनाई गई भी। आप दलितों और वंचितों के लिए अंग्रेजी को हिंदी की तुलना मे ज्यादा सहज बताना चाहते हैं। सोचिए अगर वे सौ साल में 'हमारी वाली' हिंदी में निष्णात नहीं हो पाए तो अंग्रेजी के लिए कितना वक्त लगेगा। वैसे, आपकी जानकारी के लिए बता दूं कि उत्तर प्रदेश में गांव-गांव ज्योतिबा फुले, डा.अंबेडकर और पेरियर की किताबें हिंदी में पहुंच रही हैं। हिंदी उस आग को फैला रही है जो अंग्रेजी कभी नहीं कर सकती थी। पता नहीं आप इसे हिंदी की प्रगतिशील भूमिका मानेंगे या नहीं।
3.गांधी जी ने मां वाली बात हिंदी को लेकर ही कही थी। अगर गुजराती भाषी होकर भी वे हिंदी में भारत का भविष्य देख रहे थे तो कुछ बात जरूर थी। ऐसा नहीं कि उन्हें अंग्रेजी के महत्व का पता नहीं था। गांधी जी और डा.लोहिया दोनों विदेश जाकर अंग्रेजी माध्यम से ही पढ़े थे। पर लौटकर उन्होंने हिंदी का झंडा उठाया और कभी आपने भी इसके पक्ष में वाल राइटिंग की।
नेहरू ने आधी रात अंग्रेजी में भाषण देकर नियति से साक्षात्कार की जो घोषणा की थी उसकी नियति तो सामने है। लोकतंत्र को अपंग बनाने और भ्रष्टाचार के मानदंड स्थापित करने वाले अंग्रेजी भाषी ही हैं।
आपको इसका पश्चाताप इसलिए है कि आपने एक आसान रास्ता चुना है। सच्चाई ये है कि हिंदी क्षेत्र में एक पुनर्जागरण की जरूरत है, जिसका माध्यम हिंदी ही हो सकती है। सवाल ये है कि आप जैसे लेखक इसकी रणनीति बनाएंगे, इसमें शामिल होंगे या पोलो ले लेंगे।
राह जरूर ही कठिन है। पर आसान रास्ता अक्सर गलत होता है मि.यू.प्रकाश।

पंकज जी, मैं जिन परिस्थितियों में हूं और काम कर रहा हूं, उनमें आपके साथ यह बहस या वितर्क ज़्यादह नहीं चला पाऊंगा. क्योंकि भाषणों से संवाद नहीं बनता।
बहरहाल, आपके इस व्याख्यान से भी एक हिस्सा कोट कर रहा हूं : 'गोरख पांडेय हों, वीरेन डंगवाल हों, मंगलेश हों, राजेश जोशी हों, विनोद कुमार शुक्ल हों या फिर और भी तमाम कवि, क्या आपको प्रगतिशील नहीं लगते।'
अब आप कृपया जिन 'प्रगतिशील' कवियों का नाम ऊपर गिनाते हैं, उनकी 'जाति' भी बताने का कष्ट करेंगे ? और मेरे पूरे लेख का ज़ोर यही नहीं था क्या, जिसे आपके उदाहरण स्वयं पुष्ट करते हैं? Economic Times की मेरी टिप्पणी कृपया एक बार फिर पढिये.
आप अभी तत्काल का उदाहरण लीजिये, इतनी उम्र तक इतने संघर्ष और रचनाओं के बाद मेरा नाम तक अपमानजनक 'मि.यू.प्रकाश' हो गया ...। मेरी पहचान तक छिन गयी। क्या अब भी कोई संदेह बचा है कि यह हिंदी किस जाति और वर्ग की भाषा है?
आप आगे लिखते हैं : ''मैं नागार्जुन, केदार, त्रिलोचन, शमशेर की याद नहीं दिलाऊंगा।''
क्यों नहीं दिलाना चाहते? मैं बताऊं ? क्योंकि बाबा नागर्जुन फ़ासीवादी कट्टर ब्राह्मणवाद को त्याग कर बौद्ध हो गये थे और केदार, त्रिलोचन, शमशेर उस जाति के नहीं थे, जिस जाति ने इस समूची भाषा को अपना गुस्लखाना या उपनिवेश बना डाला है.
खैर अब यह इस बहस का अंत है क्योंकि मेरेलिए यह सचमुच पीडादायक है. मैं सिर्फ़ संयम बरत रहा हूं.
प्रसन्न रहें और हिंदी को जितना खा सकते हैं खायें और महान बनें तथा बनाएं..

Some of your books entered my library 10-11 years back to make you one of my few favourite contemporary writers, but I am ashamed to acknowledge that that writer is an individual with such dismayed thoughts.
Which distinct religious community dominance and “Pandeys” are you talking about? Why try to colour your mother tongue grey? I live in south India and know hundreds of people who are neither Brahmins nor from the upper caste, but still speak Hindi (This is when they haven’t learnt it. They speak it because it is THE connecting language across India). This is in south of India let alone northern part of this country. Having spent all my life in Delhi I have seen loads and loads of people using this language to communicate and it is not restricted to any community or caste whatsoever.
So are you talking about the Rajbhasha and Rashtrabasha Hindi, which is nothing but Mom and Pop shop or Tante Emma’s Laden owned by few government officials? Why worry about them and their language and their making money or opportunities out of it? And what difference does it make to Hindi whether these officials are Brahmins or Kayasths? Is Hindi restricted only to these people?
I don’t know which media survey you are talking about, though I wouldn’t doubt it’s credentials, but leaving that aside, a question comes to my mind while I read your post. Are you confusing yourself with Hindi and Rashtrabhasha? Do you write in Hindi or in Rashtrabhasha? Hindi is spoken by masses and it is to date connecting language, no matter which part of India you are.
I too stand against what Mulayam Singh was trying to do. We need a larger ground and much better preparedness in today’s world to implement a language rather than making it an election agenda, but to me it looks like you have a completely wrong reason to oppose Mulayam Singh’s stand. Do you at all get it? 50 years back Rashtrabhasha should have been implemented ‘yesterday’ instead of waiting for ‘tomorrow’, now in this internet age you can’t do this but it is still not impossible and of course you can’t get away just by saying that Hindi is language of Sarkaar, Bazaar, Sanchar or it’s being monopolised by the dominant caste and religious group. This is hilarious.

It is not only poor and low caste people who are learning English. It is everyone who gets a chance does the same. You yourself are neither poor nor from a lower caste, must have educated your children through English medium.
You know yourself why we are sending our kids to English medium schools, don’t you? It is English, which is bringing most of offshore/IT business to India while China and Philippines still struggle to master it. But at the same time, they being equally underdeveloped/developing countries, still use their own languages for everything. China is making efforts to teach English to selected people who need to interact with foreigners. They are certainly not replacing Mandarin or Cantonese with English unlike us. And it is not only Hindi, we are treating all our languages including Tamil, which Tamilians are so proud of, in the same fashion. If more of Indians think like you (I believe they already do) I can see the fate of Hindi and other Indian languages. Now I feel Rahul Sankrityayan should have got a chance.
